Abstract

Perdagangan sampah global merupakan aktivitas yang sudah dianggap lumrah. Negara-negara maju di utara memilih untuk mengekspor sampahnya ke negara berkembang di selatan, karena biayanya lebih ekonomis daripada mengelola sendiri di dalam negeri. China merupakan importir limbah plastik terbesar di dunia, sebelum pemerintahnya mengadopsi kebijakan ban impor limbah pada tahun 2018. Namun setelah itu, terdapat perubahan struktur perdagangan sampah global yang membuat Asia Tenggara menjadi target ekspor sampah selanjutnya. ASEAN selaku organisasi regional di Asia Tenggara perlu memberikan solusi atas permasalahan ini. Oleh karena itu, tulisan ini bertujuan untuk meneliti bagaimana peran ASEAN dalam menangani dampak yang timbul dari perdagangan sampah di kawasan. Penelitian ini menggunakan metode kualitatif deskriptif dengan sumber sekunder dari artikel ilmiah, laporan, berita, dan website resmi. Dari penelitian ini, ditemukan penjelasan bahwa peran ASEAN pasca ban impor China tidak langsung mengarah pada penindakan terhadap perdagangan sampah di kawasan, sehingga tindakan penanganan perdagangan sampah ditangani secara individu oleh negara anggota. Peran ASEAN hanya mendorong tindakan regional untuk mengatasi polusi plastik di lautan ASEAN yang menjadi dampak dari aktifitas perdagangan sampah yang masif.
