https://jurnalfisip.uinsa.ac.id/index.php/publique/article/view/1542

This study compares the influence of social media on voter behavior in Indonesia and the Philippines by examining the dominance of TikTok in Indonesia and Facebook in the Philippines. Using a comparative qualitative approach and David Easton’s Political System framework, the research analyzes how these platforms function as political inputs processed through algorithms and influencer networks, shaping voter perceptions and electoral choices. Findings show that TikTok is highly influential among Indonesian first-time voters due to its visual, emotional, and viral content that creates a homogenized information environment through the For You Page algorithm. In contrast, Facebook in the Philippines operates as a structured political arena supported by organized influencer networks and coordinated disinformation, significantly contributing to narrative formation and electoral mobilization, as seen in the 2022 presidential election. Both countries experience increased digital participation alongside heightened polarization and misinformation. The study highlights the need for stronger digital literacy, greater algorithmic transparency, and improved regulation of online political campaigns to protect democratic integrity.
Muhammad Juliansyah AkbarRafi Ahmad Firmansyah FirmansyahRiadhotul Muamalah MuamalahMoh. https://jurnalfisip.uinsa.ac.id/index.php/publique/article/view/1602

The 1999 humanitarian conflict in Maluku not only triggered large-scale religious violence but also disrupted the traditional social and cultural order that had long sustained communal harmony. In the post-conflict context, Maluku society demonstrates a distinctive dynamic through the revitalization of customary traditions and the strengthening of local Islam as foundations for social reconciliation. This article aims to analyze the dialectical relationship between Maluku customary traditions and Islamic law in the aftermath of the 1999 conflict using the Functional Integration theory. Employing a qualitative descriptive approach, this study is based on a systematic literature review of peer-reviewed journals, books, and scholarly publications from the last five years (2020–2025). The findings reveal that customary law and Islamic law in Maluku are not antagonistic but functionally integrated, fulfilling complementary social, moral, and spiritual roles. Local Islam provides ethical and religious legitimacy for peacebuilding, while the Pela Gandong customary system serves as a cross-religious mechanism of social cohesion. This functional integration significantly contributes to post-conflict reconciliation, the strengthening of religious moderation, and the reconstruction of contextual and peaceful Islamic identity in Maluku.
La JamiluAnis Humaidi

https://jurnalfisip.uinsa.ac.id/index.php/publique/article/view/1514

This study begins with voter behavior in the village head election in Gunong Kleng Village, highlighting the dynamics of democracy at the village or local level and its determining factors, such as money politics and kinship. Academic concerns have arisen due to the practice of money politics and kinship, which violate the principles of honest and fair democracy and have the potential to erode the integrity and quality of village leadership. This study used a qualitative approach with data collection techniques such as observation, interviews, documentation, and validity tested by triangulation of methods and sources. The research findings show that voter behavior is still strongly influenced by these two factors, resulting in the democratic process at the village level being less than ideal and more dominated by the interests of certain groups or individuals. This indicates the need for political education and stricter and more transparent supervision to create honest and rational voters.
Mellita DewiDevi Intan ChadijahYeni Sri Lestari

https://jurnalfisip.uinsa.ac.id/index.php/publique/article/view/1783

Food security requires cross-sectoral engagement, including the role of industry in strengthening commodity-based agribusiness systems. This study aims to analyze the role of Wonolangan Sugar Factory in supporting the implementation of food security policy through partnerships with sugarcane farmers in Dringu Village, Probolinggo Regency. A qualitative approach with a descriptive design was employed, utilizing in-depth interviews, observation, and documentation as data collection techniques. Informants were selected purposively, including factory management, sugarcane farmers, and other relevant stakeholders. Data were analyzed using an interactive model involving data reduction, data display, and interpretation. The findings reveal that Wonolangan Sugar Factory plays a strategic role as a non-state actor in local food security policy implementation through the provision of production inputs, technical assistance, and guaranteed purchase of harvest outputs. The partnership generates both economic and institutional benefits for farmers while ensuring a stable supply of raw materials for the industry. This practice reflects a collaborative interaction between industry and farmers that contributes to strengthening the local food system. At the same time, several constraints remain evident, including limited farmer resources, price volatility, weak coordination among stakeholders, and external pressures such as climate variability and infrastructure limitations. These challenges indicate the need for strengthening partnership governance through capacity building, transparency in cooperation mechanisms, and more integrated institutional arrangements. This study contributes to the literature on collaborative policy implementation and provides empirical insights into the role of industrial actors in local food security systems.
Deistiara FitriantiSiti MarwiyahMastina Maksin

https://jurnalfisip.uinsa.ac.id/index.php/publique/article/view/1782

The transformation of the agricultural sector in rural areas is increasingly confronted with structural pressures arising from climate change, resource constraints, and the declining participation of younger generations in agricultural activities. These conditions necessitate the development of adaptive and sustainable agricultural innovations, one of which is the implementation of greenhouse systems. This study aims to analyze the role of village government in the implementation of the Greenhouse Program in Klasemen Village, Probolinggo Regency, employing Sondang P. Siagian’s theory of governmental roles, which encompasses the functions of facilitator, regulator, motivator, and dynamizer. A descriptive qualitative approach was adopted, with data collected through observation, interviews, and documentation, and analyzed using an interactive analysis technique. The findings indicate that the village government performs an integrated and strategic role in supporting the success of the program. As a facilitator, the village government provides infrastructure, administrative support, and access to external networks. As a regulator, it establishes rules and management mechanisms that ensure orderly program implementation. As a motivator, it fosters changes in community mindset and enhances farmers’ participation in adopting agricultural innovations. Meanwhile, as a dynamizer, it sustains program continuity through active involvement, strengthened collaboration, and the maintenance of group dynamics among farmers. These findings demonstrate that the success of the Greenhouse Program is not solely determined by technical aspects but is also significantly influenced by the institutional capacity of the village government in integrating administrative and social functions simultaneously. This study contributes to the enrichment of public administration literature, particularly in the context of village governance in implementing community-based agricultural innovations. Furthermore, the findings offer practical insights for the formulation of village-level policies aimed at strengthening food security and promoting sustainable development at the local level.
Vivi Yunika SariRenny Candradewi PuspitariniMastina MaksinImam Sucahyo

https://jurnalfisip.uinsa.ac.id/index.php/publique/article/view/1784

This Digital transformation in public service delivery has become a strategic agenda in government reform, particularly through the adoption of information technology-based systems. This study aims to analyze the implementation of the Probolinggo Portal as a digital public service innovation in Probolinggo Regency, with a focus on the role of the Department of Communication and Informatics as the primary managing institution. A qualitative descriptive approach was employed to explore the implementation dynamics through in-depth interviews, observations, and documentation. The analysis was conducted using Edward III’s policy implementation framework, which includes communication, resources, implementers’ disposition, and bureaucratic structure. The findings indicate that the Probolinggo Portal has contributed to improving service efficiency, enhancing transparency, and expanding public access to government services. At the same time, several challenges remain, including limited communication effectiveness, uneven digital infrastructure, varying levels of digital literacy among citizens, and suboptimal inter-agency coordination. The interaction among implementation variables demonstrates a strong interdependence, where weaknesses in one dimension affect the overall effectiveness of the policy. The study highlights that successful digital public service implementation requires an integrative approach that goes beyond technological adoption, emphasizing organizational capacity building, adaptive communication strategies, and inclusive service accessibility for citizens.
Muhammad HasanSiti MarwiyahMastina Maksin
